General
Charles H. Jacoby, Jr.

General Chuck Jacoby brings over 36 years of experience leading military, government, and international organizations. Prior to retiring from the U.S. Army as a four-star General, he was the first Army officer to Command North American  Aerospace Defense Command (NORAD) and U.S.  Northern Command. He has commanded at all levels in  joint and Army assignments, from Company to Geographic Combatant Command, including combat operations in Grenada with the 82nd Airborne Division; Operation Enduring Freedom, Afghanistan; and Operation Iraqi Freedom, Iraq. He also served as Instructor and Assistant Professor in the Department of History at the U.S. Military Academy. General Jacoby served as the Director of Strategy, Plans, and Policy for the Joint Staff, led planning for coalition and NATO  operations, assisted in the Middle East peace process, and served as the U.S. Military Representative to the United Nations. General Jacoby holds a B.S. from the United States Military Academy, an M.A. in History from  the University of Michigan. an M.S. in Military Arts and Science from the School of Advanced Military Studies at  Ft Leavenworth, Kansas; and an M.A. in Strategic Studies from the National War College at Ft McNair, Washington, D.C.

William Wechsler, CFA

Mr. Wechsler joined the Board of Advisors  in 2016, and brings to GeoFrame his decades of  experience in senior leadership positions in both the private and public sectors. Mr. Wechsler is Vice Chairman of Capitol Peak  Asset Management, whose mission is to harness the power of public-private partnerships and the capital markets to  foster critical infrastructure projects that spur economic growth and job creation on a significant scale. Earlier in his career Mr. Wechsler was a Managing Director of Greenwich Associates, where he led the firm’s global asset management practice. Mr. Wechsler has served in multiple government positions, including as Special Advisor to the Secretary of the Treasury, as Director for Transnational Threats at the National Security Council and, most recently, as Deputy Assistant Secretary of Defense for Special Operations and Combatting Terrorism. Mr. Wechsler is a graduate of Cornell University and Columbia University’s  School of International and Public Affairs.

Manny Diaz

Manny Diaz joined the Board of Advisors in 2014. Mr. Diaz served two terms as City of Miami Mayor beginning in 2001 and worked closely with Mr. Pfeffer and Mr. Cutright during his tenure as Mayor. He was chosen to lead the United States Conference of Mayors as its president in 2008. Mr. Diaz is a member of the Board of Directors of several high-profile corporations and also serves on a wide range of commissions and cultural,  educational and volunteer boards including Harvard University, Kennedy School of Government, Institute of Politics Senior Advisory Committee, Bloomberg Family Foundation. He is a former member of the Homeland Security Advisory Council/U.S. Department of Homeland Security. Mayor Diaz served as a Resident Fellow at Harvard’s Institute of Politics, and is the author of Miami Transformed: Rebuilding America One Neighborhood, One City at a Time. Mayor Diaz is a senior partner at Lydecker Diaz in Miami, Florida.

Sandra L. Charles

Ms. Charles started C&O Resources inc in 1992 as a strategic advisory and business development group with primary focus on the Middle East, after serving in the USG for over 15 years in both the National Security and Foreign Policy communities. During that time she was assigned to the White House under Presidents Reagan and GHW Bush as Director, Near East and South Asia, on the National Security Council staffs; and in the Office of the Secretary of Defense, International Security Affairs as Deputy Assistant Secretary (acting), in the Near East and South Asia office, as well as other positions in OSD. With her experience and expertise, she was engaged on issues and programs related to US national security and foreign policy goals and objectives in these regions. She participated in high level negotiations and strategic policy development regarding security cooperation, international agreements, crisis management, foreign military sales, and peace initiatives, including the GHW Bush Administration’s policy and strategy for Operations Desert Shield and Storm.

Dr. Hervé Touati

Dr. Hervé Touati is Managing Director at True Green Capital, an infrastructure fund manager operating across Europe and North America. He also serves as Executive Chairman of Available Power, a U.S.-based developer of battery storage projects, Chief Strategy Officer of TS Conductor, a manufacturer of advanced conductors for electricity grids, and Executive Chairman of Battita, a developer of battery storage projects focused on Italy. Previously, Dr. Touati held senior executive roles at Shell, E.ON, and the Rocky Mountain Institute. He was the co-founder and first CEO of Energy Web. During his tenure at E.ON and later at Shell, he successfully built and scaled multiple businesses, including distributed energy, solar, biomass, biogas, and carbon offset origination. While at the Rocky Mountain Institute, he sponsored and served as the first Chairman of Black Bear Energy and established the Business Renewable Center—later renamed REBA and then CEBA—which earned the C.K. Prahalad Award for global business sustainability leadership in 2017. Dr. Touati’s extensive expertise in the energy sector spans more than a decade at McKinsey & Company, where he advised energy clients across Europe and North America. His unparalleled insights into the energy transition—from fossil fuels to renewable energy, microgrids, and green molecules—continue to drive cleaner, more affordable, and more resilient energy solutions for communities worldwide.
